lams_organisation and lams_user don't have a foriegn key defined to lams_supported_locale

      Description

      I changed lams_user and lams_organisation to refer to lams_supported_locale. But when I set up the foriegn keys on the tables, the script wouldn't run on Shaun (MySQL on Linux). Worked fine on Windows.

      Unable to find out why - MySQL was reporting that it couldn't resolve the table near locale_id, but I checked and the lams_supported_locale already exist in the database.

      e.g.
           , INDEX (locale_id)
            , CONSTRAINT FK_lams_organisation_5 FOREIGN KEY (locale_id)
                         REFERENCES lams_supported_locale (locale_id)

      Tried making the locale_id field in lams_organisation not null and changing locale_id in all the tables to BIGINT(20) but these changes didn't fix the problem.
