CKEditor doesn't seem to show correctly on edit

            Description

            Take a look at the attached video.

            When you open assessment authoring the first time, the instructions show, but then they don't.

            Observe the javascript error that is shown in the console.

              In order to increase the chances of reproducing the issue restart WildFly server. Then the very first load of jsp page containing CKEditor will more or less likely result in missing CKEditor.
