Include a minimum number of votes option

      Description

      Just as we have a maximum number of votes, we need a minimum number of votes, so students can be prompted to opt for more than 1 option. (see image).

      Instead of the current text input for Max Votes change this to a drop down menu. Same goes for Min Votes as well.

      At learner time, the learner has to comply to the min and max votes.

        I'm getting this while trying to compile on the lams2_3_release branch:

        if "Allow Text Entry" is on
        then we need to increment Max Votes and Min Votes by 1.
