Greek and Korean lesson titles replace nonRoman chars with ?

      Description

      When you create a lesson using Greek or Korean, and use Greek or Korean characters in the name, the lesson names comes out with ?????.

      The parameters on the initializeLesson call are not UTF-8 encoded. e.g.

      /lams/monitoring/monitoring.do?method=initializeLesson&learningDesignID=6&userID=25&lessonName=?????%20??????%20Greek%202&lessonDescription=&organisationID=2&learnerExportPortfolio=true

      Switch the call to a WDDX packet and it should work okay.

        Used servlet and wddx packet to perform initialize lesson call in replacement of struts action call (url). Removes utf8 encoding problem.
