When using the spreadsheet to create users, we need to have an extra column to specify the user's timezone. This could be just a -4 or +10 value and it will be interpreted as GMT-4 or GMT+10

There's really little point on this as with the new timezone implementation this can vary according to the selected timezones. So won't fix.
