When a LAMS user is created using data from a callback to the 3rd party server, if any of the data contain utf8 only characters, these appear as rubbish characters. For instance first name/last name in Arabic characters will not appear properly. This is because the data received by LAMS in the callback wasn't interpreted using UTF8.

Tested with Moodle and Sakai integrations.

Current fix appears to have a problem with displaying this char: ف
and possibly others.

Reopen as the status in JIRA shows as resolved instead of Close... re-closing in just a sec
