Changed the .LRN forum authoring page to copy with LAMS toolcontentID also return_URL so it goes back to the tool adapter.

Implement editing as well.

implemented copies of forum-new and forum-edit files as well as lib/new and lib/edit. They are basically just copies of the original files and perhaps in a near future they could be merged with the original files but that's a decision for the .LRN community.
